His output is obviously doctored, and I guess he just edited out
a little too much. I would guess that he didn't actually touch the
local clock line (including not removing the sync marker from it),
and my guess is the machine was synced to foo.stratum2.
I can see his not wanting his hostnames all over Usenet, but either
he went overboard with editing the delay, offset, and jitter columns,
or there _is_ something fishy going on there.
