The answer is no.
This information was unearthed in the thread 'Local NTP master' with a
clear statement by Dr. Mills in <3BE20D24.7D7F0A07 at udel.edu> that 'If
you have an external source to initially discipline the server time
and frequency, you don't need the fudge'.
