This is listed as bug #143 on HPUX 11i and 11.0 from 4.1.1c-rc3,
stable, and dev.
I also see it on HPUX 10.20 from 4.1.1c-rc2 through 4.1.2 in which
neither ntpdate can set time of day and ntpd can not step time when
the offset is greater than 128 msec.
The last working version for HPUX to set time of day is 4.1.1c-rc1 for
me.
