Hopefully, there is an easy answer:

Can I make ntp NEVER adjust time by more than a second (actually less
than a second), backwards (forward doesn't matter), not even at
startup?  Even if the time is way off, I want ntp to simply quit and
do nothing else.  I have a system running a transactionalized database
which is time sensitive.  There is a good chance corruption will occur
if the time moves backwards by a second or more while the application
is running.

I've been reading the official documentation and reviewed the FAQ. 
I'm just not able to see the way to do it.  Please be specific
(ntp.conf settings and ntp commands), I've been strugling for a few
weeks now.
