[ntp:questions] should ntpd syn with time server when it started...??

Hi,

sorry, I am a newbie to ntpd..please give me some advices on the
following questions.

I installed ntp-4.1.2 in linux(2.4.80) platform. 
When I first start it menually, ntpd does not synchrnoize with the
time server.
NTP seems not working...(i am sure ntpd is running)
If I enable NTP by graphic interface (start->system
settings->date&time),
everything works fine.

Here is my /etc/ntp.conf

restrict 66.187.233.4 mask 255.255.255.255 nomodify notrap noquery
restrict 127.0.0.1
server 66.187.233.4
fudge 127.127.1.0 stratum 10
driftfile /etc/ntp/drift
