The closest you can get, afaik, is to use FreeBSD.

However, even on that os, you do have to enter a few commands to enable 
the ns-level timestamping of serial and parallel port events:

Insert one line in the kernel config file:

	options	PPS_SYNC

then follow the instructions on that handbook page.
