The only time an SNTP process should be a server is when it has an
attached refclock.

As for the sntp code in 4.2.0, it is currently being modified and it will
no longer operate as a server.

I am happy to work with you to fix any problems in the sntp code.

If you really want a time server, it would be better to use ntp code and
simply --disable-all-clocks (or whatever) to get something minimal to be
your server.
