It seems clear that there have been a few changes to both the Oncore and 
the driver.  I have the Oncore M12+T.
I don't have "CLEAR" in ntp.oncore0; my Oncore uses the rising edge of 
the PPS signal.  I also don't have the pps line in ntp.conf.  The 4.2.0 
driver uses links in /dev named oncore.pps.0 and oncore.serial.0, both 
pointing to the serial port.   "hardpps" is still apparently an option 
but now is specified using the "flag3" parameter on the server 
statement.  I don't use hardpps either.   I will give hardpps a try.
