Dear Serge,

As you discovered, you can't use ntpdc/xntpdc to set the leap second
bits anymore. But you can do it manually yourself using the adjtimex()
system call on Linux. A small C program will do the job ... You
can only set the bits on the day of the leap second.
Note that once you've set the leap second bits,
you can't turn them off.
