Hi Danny/Dave,
 Is this new scheme available in the latest win32/meinberg release?? If so
can you direct me to some hints about how it works.

Yes, Dave recently implemented a new scheme which basically does that. I
don't know a lot about it, but it's in the latest ntp-dev tarballs.
