Doing a bit more searching, I find that there is a /private/etc/ntp.conf
file, which is referenced in
/System/Library/PrivateFrameworks/Installation.framework/Versions/A/\
Resources/CIList.plist, and there are some other binaries in
/System/Library which also match the case-insensitive string "ntp.conf",
but I can't figure out where the actual re-writing is occurring.
Perhaps it's in a binary somewhere that will make it difficult to just
"comment out" things.
I'll keep looking.
