[ntp:questions] beginner needs help: ntpdate says "Server dropped: strata too high"

I'm just getting started with ntp and need some help.

I have a gps clock connected to one machine (m1).
On m1 ntpq -p m1 returns:

     remote           refid      st t when poll reach   delay   offset  jitter
==============================================================================
 GPS_NMEA(0)     .GPS.            0 l    -   64    0    0.000    0.000 4000.00

For reference here is m1's /etc/ntp.conf:

  server 127.127.20.0
  logconfig +clockall





I'm trying to use ntpdate on another machine (m2) to sync
its clock with m1.Here is m2's /etc/ntp.conf file:

  server 192.168.0.8 <--- IP address of m1

On m2 when I use this command: ntpdate -d m1 this is what I get:

I think the critical line is this:

192.168.0.8: Server dropped: strata too high



How can I make this work? Thank you for any information.
