Here's two work arounds:

1. If you are running ntpd on the system (router/NAT/whetever) which gets
it's public IP address via DHCP you can use the dhcpcd IP change script
to restart ntpd.

2. Run your local master ntpd on a system behind your
router/NAT/whatever. This will insulate it from the IP address changes
on your public interface.
