"fudge" modifies parameters of the refclock declared on a "server" line:
You need both lines, with "stratum 8" on the "fudge", and no "prefer".

In the list of refclocks and servers of a machine given by the
"ntpq -p machine" command, example:

You see that machine has 5 refclocks no servers, the "*" shows the
current syspeer, the "+" sources contributing to sync, and " " space
unselected clocks.

Now if I stop DCF77 receiver, the "*" will go on SHM(1) for some hours,
then on LOCAL(0) for the rest of eternity: Machine can continue to serve
clients forever. A slowly wandering time, though. Depending on the
situation, your goals and constraints, this may be good or evil. For my
personal LAN I don't want eternal fake sync (I value true time), and the
contrary for another LAN where it's a necessity (isolated no refclock).
