This is hopefully a more workable solution than putting rdate in cron every hour...

What is the Windows XP/{Pro|Home} equivalent to your solution?
(my master happens to be a WinXpHome box atm... JoyJoy!)

rdate returns UTC from the xp box on a query, but expects localtime 
on a set action; ergo time get *totally* screwed unless I massage the 
data and/or command string.  

I tremble at the thought that the Windows side of things can be 
configured whether to return UTC or localtime, but that I can't discern 
which it chooses to give me from the data itself... JoyJoy!

Here's another solution that you can use: Configure the currently
unsynchronized master to use its local clock as a ref-clock. Then the
master will be able to claim that it is synchronized to _something_ and
ntpdate will be happy.

Add this to the ntp.conf on the currently unsynchronized master:

server 127.127.1.0
fudge  127.127.1.0 stratum 10

Keep in mind that it will take ~8 minutes for ntpd to "synchronize"
its self to the LocalCLK.
