There are no RFCs for the current NTP.  This has long been a bone of
contention.  Basically Dave Mills has been refusing to produce a version
without greek letters, mathematical operator symbols, and non-ASCII
art diagrams.

That is what SNTP means, or more precisely, it means using the packet
formats in a way that won't compromise the operation of a conforming
full NTP server or a conforming SNTP server.  SNTP doesn't require
any particular poll interval, or any particular way of disciplining the
clock.
