[ntp:questions] ntpd (4.2.2p1) stays "synchronized to LOCAL"

If you can't synchronize to an outside source a firewall is blocking the
packets. Newer versions of the various O/S's are turning on firewalls by
default. You need to allow NTP packets through by opening 123/UDP in
both directions.
