Apparently you don't have permission to listen on port 123 on any and
all interfaces. Perhaps you need to run as root, or something has
already taken that port everywhere. The latter would suggest the
clock is already being synchronised, although perhaps not to the same
high standards as NTP maintains. What OS is this?
