One of my ntp daemons runs on Windows.
(ntp-4.2.0b-1.1436mbg-xmas-o-win32 on W2k3).
The leapsecond insertion (at GMT+1) happens gracefully.
This system (stratum 3) bears on three my linux boxes.

Eventlog: 1.1.2006 1:00:00 Inserting positive leap second.
