I suspect this is why the SNTP spec says that SNTP is useful in 2 places:

- at the leaves of the time tree
- if it is directly feeding time from a refclock
- - Note that in this case if the refclock is unreachable SNTP could
    continue to serve time, but at an unusable stratum
