While I agree with Danny that you're asking in the wrong place, I really hate to
see someone reboot a UNIX box unnecessarily.  So here's a hint for your last
question.  The UNIX *kernel* keeps GMT and doesn't care about local or DST.

And since the mechanics of time zones varies subtly for the different flavors of
UNIX, BSD and Linux, you really are better off asking in a newsgroup specific to
your OS.
