What are you trying to do with SNTP and 1PPS?
SNTP is usually regarded as suitable for non-critical, low-end systems.
1PPS would seem to indicate that you need high precision timing.
I see a conflict there.
If you need high precision time, forget SNTP and use NTP. You can
configure an
NTP server to use a 1PPS source (see the documentation:
http://www.eecis.udel.edu/~mills/ntp/html/drivers/driver22.html)
