You don't HAVE to use iburst! Doing so does give you a faster startup.
iburst causes ntpd to send the first eight packets to the server at
intervals of two seconds. The replies give ntpd the necessary
information to start setting your clock in twenty seconds instead of
more than five minutes. Succeeding packets are sent at the normal poll
interval.
