No. What I posted before is the entire ntp.conf.

Where are the docs you're citing located?

If I stop ntpd and query the GPS receiver over a serial connection it
reports system time that's easily within 1s of another GPS receiver I
have (a consumer-grade Garmin thing) and also for other servers sync'd
to external ntp sources.
