The PPS will not work alone; it can only be used in conjunction with
another
timesource, which is typically either a radio/GPS clock or an Internet
NTP server
(see the Public Time Server Lists, http://ntp.isc.org/bin/view/Servers/WebHome).

I would recommend getting NTP working without the PPS driver, and then
adding
the PPS feature.

Please post your ntp.conf file.
