Many operating systems seem to maintain some metadata for each file. 
This may, and often does, include the creation date-time and/or the 
modification date-time.  If such metadata is available, ntpd could make 
use of it to ensure that stale frequency data is not used or, if it is 
used, is taken with a grain or two of salt!
