[ntp:questions] Time steping regardless of "-x" slew only option

I see this in my ntp.log file with debug level set to 10.  I have just
a single NTP time server configured in my network.  How can offset be
reported at 1/10,000 of a second at the same exact time that time is
reset 0.499 seconds?
