[ntp:questions] New Orphan Mode

Does anyone know how to set up orphan mode properly? 
The docs are sparse.

I know you must add a tos orphan line to your ntp.conf file.
(e.g. tos orphan 5).

But do you also still need to set up your local clock?

e.g.
tos orphan 5
server 127.127.1.0
fudge 127.127.1.0 stratum 5

Is this right?
