Sorry, I misread your post.

I don't remember the ntp package installing any conf files.  Those need to 
be created manually.  It's really simple:

restrict default ignore

server 1 iburst
server 2 iburst
server 3 iburst
server 4 iburst

driftfile /var/lib/ntp.drift

#statistics loopstats peerstats sysstats
