[ntp:questions] ntpd just doesnt sync (but ntpdate does!)

Hi,
i am slowly getting insane here after 3 hours of hard research. I have
a server that just dont want to sync itself, here are the the facts:

First of all i know that the "=" means that its not syncing at this
point. I have a different server (which is also in the list with
192.168.100.100, where there is a "*" before the remote hostname and
there everything is fine). Now i compared both config files but they
are all the same (except for the server list)
Also the ntpq output seems quite different from my other server where
it works. As you can see i have "state=1" where with my other server
its "state=4" and "sync_unspec" looks also weird.
Can anyone give me a pointer whats wrong here?

Just for the record. Thats the config of my _working_ ntpd on a
different machine.
