The marketing hype is such in this area that most people who use the
term mean a radio clock (including GPS), rather than a true, physically
local, atomic clock. It's particularly used for VLF clocks, using the 1
baud slow time code (e.g. MSF, without the fine time signal). Such VLF
clocks are not normally even corrected for light travel time.
NTP users are more likely to mean GPS based devices.
