If you were able to run configure -- why do you need a Tornado project?  
A successful run of 'configure' results in a complete make environment 
that should be compatible with any GNU 'make'.  Have you tried using the 
version of 'make' that comes with T2.2?  If that doesn't work, have you 
tried the cygwin version of make running in a cygwin environment?  The 
version of make that is delivered with T2.2 is actually cygwin 'make' so 
either approach should work, but building completely within a cygwin 
environment might require fewer tweaks to get it working.
