[ntp:questions] PARSE refclock for DCF77

Matthias,

I have a similar configuration with a simple DCF77 receiver connected
to the serial interface of an old Sun.

The clockstats show poor signal reception:

refclock_states="*NOMINAL: 27d+16:12:06 (54.58%); NO RESPONSE: 2d
+23:36:07 (5.88%); ILLEGAL DATE: 20d+00:53:58 (39.52%); ILLEGAL TIME:
00:04:24 (0.00%); running time: 50d+16:46:35"

but NTP is ticking happily:

offset=-0.007, frequency=-22.766, jitter=0.539, noise=0.627,
stability=0.000

The refclock driver is doing a good job of checking the validity of
each DCF77 'telegram'.
If a telegram is invalid, NTP freewheels until reception improves.
