Is this test system isolated from the Internet? If not just setting up 6
server lines in the configuration file will do it. We do this all the
time. Otherwise the only way would be to set up a Virtual machine and
create operating systems on top of that and have have them provide NTP
services.

What are you trying to test exactly?
