Well, just to rule out any interference by the virtualization
environment, I moved the ntp configuration over to a target deployment
environment, in which each OS is running natively as a host on a
separate computer. Now my server is fe80::290:fbff:fe80:6aff. My
output is substantially the same. The crux of the problem seems to be:

So, now that we've definitively ruled out virtualization as the cause
of this issue ... what else could it be? Again, I do have connectivity
to the server at the command line with commands such as ping and ssh2.
