[ntp:questions] TXCO derived PPS and Atom PPS Clock Discipline driver

I added local clock driver to ntp.conf:

server 127.127.1.0 minpoll 4 maxpoll 4 prefer true

server 127.127.22.0 minpoll 4 maxpoll 4
fudge 127.127.22.0 flag3 1

The result repeats:

# ntpq -p
     remote           refid      st t when poll reach   delay   offset  jitter
==============================================================================
 LOCAL(0)        .LOCL.           5 l   11   16  377    0.000    0.000   0.008
 PPS(0)          .PPS.            0 l    -   16    0    0.000    0.000   0.000
