[ntp:questions] systems won't synchronize no matter what

I think the last line is instructing ntpd to ignore the responses from
the 10.10.16.x servers.  Either add:

restrict 10.10.16.0 mask 255.255.255.0 nomodify notrap

or simply remove the last line, which is probably not doing what
someone hoped it would.  Moreover, the local clock driver is usually a
bad idea, I'd comment/remove the two 127.127.1.0 lines.
