[ntp:questions] NMEA driver using common PPSAPI code

Hello Dave,

All the timeservers in my setup are using GPS instead of UTC.
And as I can see this happens with NTP version using common PPSAPI code.
Whereas the earlier versions are working fine. I know its a typical setup
using
GPS time instead of UTC. But then if there was a problem w.r.t the
difference between GPS and UTC then it should happen in the earlier versions
too.

I'll spend some more time debugging this and let you know.
