Maybe not very helpful - but latest Slackware 13.37 comes with ntp-4.2.6p3
and openssl-0.9.8r.
The official Slackware recipe to build ntp from source - x86_64 - is here:

If you look around from near those links you'll see how Slackware builds 
openssl too. It's in an adjacent directory.
There are some interesting, but maybe irrelevant, comments in Slackware's 
openssl build script. Quote:
# OpenSSL has a (nasty?) habit of bumping the internal version number with
# every release.  This wouldn't be so bad, but some applications are so
# paranoid that they won't run against a different OpenSSL version than
# what they were compiled against, whether or not the ABI has changed.
