SIGHUP lets NTP know that it got a hangup signal on a tty line, or that
a worker fork has gone away.

SIGUSR1 and SIGUSR2 increase and decrease the debug level.

There is a better way, and I think we'll do something with that soon.

You can also just use normal syslog() logging, and put #!ntpd or !ntpd
into your syslog.conf to have those messages sent to a different file.

Syslog logging doesn't have the problem you describe.
