On "IBM PC" hardware it doesn't originate from the 32768 Hz RTC clock 
crystal.  On most it originates from the main system oscillator, but 
there is no requirement for this, and I half remember that some early 
PCs used a separate oscillator.

All bets are off for other architectures.
