The best way to find one is to use multiple pool servers.  Maybe you set up
five up them.   Then let NTP "do it's thing" and it will select the best
for you and even change in real-time as one becomes better than another.
 The problem with doing this manually is that the server that is "best"
today might not remain best in the future.

If you really do have a need for a good nearby NTP server buy a GPS
receiver.  You can set set up for under $100.   Then your own local server
will be roughly three orders of magnitude better than anything you can find
on the Internet.
