[ntp:questions] PPS only configuration

I am reconfiguring my NTP servers to be more community friendly.
I have found that, pool us.pool.ntp.org iburst preempt, doesn't seem to work as no servers come up to sync to?  Any idea why?
I am running ntp-dev-4.2.7p343
