Given that it will take a lot more than 1 second to "pay attention", 
this really doesn't make sense.  This feels like yet another person who 
wants a low offset, rather than an accurate time.

If you want to verify, use tcpdump to capture NTP traffic and correlate 
it with the log messages from ntpd.
