thanks for the reply.

I followed your suggestions when installing the package, and rather 
naïvely assumed that this is a mature product that would just work on Win 
7 "out of the box".

This must be a Windows specific problem since ntpd works so well under 
Linux.

Will post a response if and when I fix it.
