I have 
version="ntpd 4.2.6p5 at 1.2349-o Mon Jul  2 04:47:51 UTC 2012 (1)",
on FreeBSD 8.2, Soekris
I have just done a test , bringing down and up the default rout interface and see no issue.
NTP is still serving normally.
