[ntp:questions] ***SPAM*** ntpd reporting as stratum 16 despite fudge stratum 10

I couldn’t replicate this exactly with 4.2.8p4. 
If all your servers clients are without external ntp access, you could try orphan mode. In which case there is an orphan wait option of the dos command to configure delay time.
