Not that hard, just install the standard (or your own modified) NTP
software on a computer and tell it to sync against the pool.  Most
installer packages for NTP already set things up like this.

Whatever network you have, you can probable edit DNS entries for that
computer for any test you like (or just use the hosts file on the
computer you test from).

All you need is a second computer or a virtual machine on your only
computer.  The second computer doesn't even need to be dedicated to
the task, just use whatever you have.
