[ntp:questions] Stratum definition in peer communication

Hi everyone,

I am working on "peer communication" between same stratum level ntp servers.

Server-1 : Primary server and clock source as GPS
Server-2 : RTC based embedded Device

1 = stratum-1, 2 = stratum-2, p = peer

There were six secondary level PC's which will be synchronized to Primary servers.

When Server-1(1a) lost communication with GPS source, then we are synchronizing Server-1(1a) clock with Server-2(1b).

After synchronizing to Server-2(1b) Should we change stratum level of Server-1(1a) to Secondary server or it can continue as Primary server?
Or depending on time-offset between Server-1 and Server-2 we should change the stratum level?

Requesting to clarify on stratum change between same stratum level ntp servers.
