If there's only a line 

  tos orphan 6

in the ntp.conf file, but no orphan peer is specified, then a client is unable
to determine that the server's time starts drifting when it enters orphan mode.

The server's stratum changes to the value specified by "tos orphan", the leap
bits still stay at '00' (synchronized), and the refid changes to 'localhost'
(, instead of the the refid of an orphan peer, but the worst is that
both root delay and root dispersion stick at 0 forever.

So a client should prefer the drifting server with root dispersion 0 over any
other server which has a root dispersion that is low, but not 0.
